    That is why everyone or their parents and guardians will   
   be required to start paying insurance. Those families that are   
   too poor will have it included in their welfare payments just   
   as now with Medi-Aid.   
    This will be needed even if cooperative groups are running   
   health care plans for the lower middle class.   
      
    And I consider it vital for the Public Health that everyone should   
   have access to medical care.

    Just so but at least some people would be healthier instead of   
   dead or   
   severely damaged in foreign climes. Right now because they have   
   no insurance   
   people have to wait until they get sick enough to go to emergency   
   rooms   
   when more heroic treatments are required.   
      
    According to what we hear today maybe salt should be taxed so people   
   don't use so much. It is very deadly in amounts over the 2300 mg   
   allowed in   
   a day.. For some people it may be less well tolerated.   
      
    The Canadians manage to have Health Insurance available to all   
   by taxes paid by everyone but by Province which would be by State   
   here. Canada appears not to be particularly held back in any way by   
   these well spent taxes. Of course in the USA we have to spend all   
   our money on the Military and the Secret Police aka DEA so maybe   
   we would have a harder time paying the increment to afford health   
   care for the poor.
