   As the text you've deleted persuasively argues, the "disadvantages"   
   are largely illusory.   
      
   No it did not.  One statement was that the Bristish effort to crack down on   
   illegal drug use ws did not work because the number of users went up.  Well,   
   I could argue that whatever they did to "crack down" was not severe enough,   
   and that is why the number of users went up.
