   Personally I think it WOULD happen with drugs, but here   
   again that issue deserves consideration in light of one   
   of its parallels, use of alcohol and most specifically   
   under-aged drinking and the effectiveness of the drinking   
   age of 21.   
      
   Since the 1970s when the 21 age limit was enacted, drunk   
   driving fatalities have fallen dramatically. Obviously this is   
   a good thing.  Yet on the flip side, the incidence of binge   
   drinking, especially under-aged binge drinking, has gone   
   up.   
      
   It's tempting to argue that drunk driving fatalities have   
   fallen not because people are drinking less, or drinking   
   at an older age - people are drinking more and they're   
   doing it younger.  There's just a greater public awareness   
   that drunk driving is dangerous, and there's better   
   enforcement on the roads.   
      
   My opinion is that if 10 people drink one beer a person   
   with an evening meal, that's a lot better than a teenager   
   who binges, chugs 10 beers, and chokes in a pool of   
   his own puke.  In other words, I'm a lot less concerned   
   with the number of people who try a drug than I am with   
   the culture of over-indulgence versus moderation.
