   But only the last one has an unwilling victim ... so let's direct our   
   finite resources at protecting them rather than a futile "sever   
   crackdown" to save people from themselves.   
      
   Drug users need money to continue using drugs.  If they do not have the   
   money to buy the drugs, some of them will steal to get the money.  People   
   who drive while having too much alcohol are more likely to get into an auto   
   accident, and do kill someone else, when they do that.
