    Where do you live? Room temp in Florida or Texas is a lot higher   
   than the IQ.   
      
    Despite whatever level of intelligence the people have they are   
   managing most of them to survive at a higher standard of living than   
   some high IQed carpetbaggers. Most stoners or even occasional users   
   manage to support themselves unless they fall afoul of the law.

    What good will that do? Taxes should be equitable.   
    There is no hell in cannabis but in every bottle of booze there   
   lurks a deadly serpent(Old temperance slogan).

    Wine or beer level tax for herbal cannabis that you don't   
   grow for yourself or use for medical purposes. For hash hard   
   liquor level tariff. Just require a tax stamp on containers like   
   tobacco. If you want to give it away you can buy stamps for   
   the purpose at the PO.   
      
    And remember warnings on every drug package.
