   	All these classes of workers can be re-purposed and they will get   
   high bribes to let people cross the borders.  The expanded Border   
   Patrol will use the products of the uniform factories, etc.   
   	The more honest ones and trainable will be used to inspect   
   cannabis farms to make sure illegal pesticides and fertilizers are
