   	Government and industry involvement in marijuana production   
   and distribution should be discouraged.   The French made a total   
   mess of their distribution of Kif.  The herb was kept warehoused   
   indefinitely and sold very stale.  The underground network of distribution   
   re-emerged and the only govenment stuff sold was to provide cover   
   for possession of the fresh stuff.   
   	Commercial grows should be small so that the product arrives   
   freshly dried at the marketplace.
