   	And if the DEA can find an informer (paid usually) to say that particular   
   operation is selling to non-medical users then they have an excuse to shut   
   down that operation.   
      
   	As long as the bad Federal laws stay in force the DEA is paid to   
   enforce them and since paychecks depend on informers being paid   
   they will inform and the raids will continue.
