   	Yes putting the business into the hands of the criminal   
   entrepreneurs is a legislative blunder verging on incompetence   
   after the problems with the Prohibition of Alcohol.   
      
   	As for the criminals after the repeal of this prohibition   
   they will move to Medicare fraud which is a very big business in   
   Florida these days.   
   	Congress under Bush refused to adequately fund the   
   suppression of this fraud.  It was all carefully explained   
   on a "60 Minutes" show recently.  Well enough explained that it   
   must have inspired some emulation I would be guessing.   
   Caution though as Obama has funded the fraud suppression   
   portion of the Medicare staff.
