   Yes, the U.S Attorneys are appointed by the President, and confirmed by   
   the Senate for a four year term.  By design, the position of U.S.   
   Attorney is a political position, with removal from the position subject   
   to the President's discretion.  Every U.S. Attorney in California (4   
   total) was appointed by Obama.  It looks like the dispensary crackdown   
   initiative in California involves all four California federal districts.   
     This suggests it is a highly coordinated move.
