   	Does not work where ever tried such as in Singapore or the Phillipines.   
     In Singapore they kill people for relatively small   
   amounts of drugs.  Drug prohibiton does not work but improving   
   peoples' lives before they touch the drugs does.   
   	   
   	When people have relatively normal lives with families   
   that care about them in terms they understand, they don't need   
   drugs to numb themselves to the pain of modern life.
