THE VILLAGES, Fla. (TND) — A convicted felon is facing new charges
involving drugs, weapons, and abuse of an elderly person, and authorities
say the victim is his own mother.

A deputy with the Sumter County Sheriff's Office in Florida reported going
to their home early last Monday, March 11, and the victim saying her son,
Jeffrey Charles Packard, “uses money from her bank account to buy drugs.”

The deputy wrote in his latest arrest report, “I could see in plain view
many used hypodermic needles, multiple clear plastic baggies with white
powdery residue inside, and two broken clear glass pipes with residue
   inside.

“The victim pointed towards the desk and said all of the items on the test
   belong to the defendant.”

Then, he wrote, “I conducted a search of this area during which I found
multiple clear and pink plastic baggies containing a white powdery residue
which later tested presumptive positive for methamphetamine,

“...a clear plastic baggie containing clear crystal-like substance which
later tested presumptive positive for methamphetamine,

“...many needles, which appeared to be used, with dark residue inside
which later tested presumptive positive for heroin, and

“...a clear plastic baggie containing green leafy substance which later
   tested presumptive positive for THC.

“While I continued to search, I located 37 12-gauge shotgun shells, one
round of 30/30, and one round of 17 HMR ammunition.”

Furthermore, “The victim stated, when asked, she does not use any illicit
narcotics and none of the ammunition we located over there belonged to
   her.

“The victim also stated the defendant withdraws money from her account on
an ongoing basis, deposits it onto Cash App cards which she cannot access,
and later purchases narcotics with this money.
“The victim stated she has had to cancel doctors’ appointments because she
did not have the $10 for a copay after her son has spent all of her money
   for the month.

“The victim also stated her cellphone has been restricted by the
defendant, so she is unable to call any number other than 911.”
As for her 37-year-old son, the arrest report said he confirmed “the items
on the table were his property.

“The defendant also stated he is a convicted felon and knew he could not
   possess any firearms or ammunition.”

Plus, “The defendant stated post-Miranda he does withdraw her money and
deposit it on Cash App cards because she doesn't like him having her debit
   card.
“A criminal history query was conducted which revealed one previous felony
conviction for possession of a controlled substance out of Sumter County
with a disposition date of 04/14/2015.” The National Desk found some other
   arrests.

This time, Packard was charged with abuse of an elderly person, possession
of ammunition by a convicted felon, possession of methamphetamine,
possession of a small amount of cannabis, and possession of drug
paraphernalia, and released after three days.
