      XPost: alt.languages.greek, alt.news.macedonia, soc.culture.greek       From: christes00k@optonline.net              This is a multi-part message in MIME format.              CoE ministers quiz Turkey on title deeds                     From Angelos Marcopoulos in Strasbourg                     COUNCIL of Europe Ministers this week told Turkey it must abide by the       organisations rules regarding the so-called 'title deeds' to Greek Cypriot       property in the occupied areas.              The 'titles' were announced this week by the occupation regime.              Meeting in Strasbourg, the Ministers critically observed that, since 2006 they       have regularly asked Turkey for detailed and concrete information on changes       and transfers of property at issue in ECHR judgements, and on measures taken       or planned.              In April, 2007, they adopted a resolution adopted that urged the Turkish       authorities, without delay to safeguard the property Rights" of Greek Cypriot       Refugees.              "Turkish authorities still did have not answered," they said. Now, a fresh CoE       text has made it clear to Turkey that the obligation of CoE's member states to       abide by the Court's judgements, includes the adoption of general measures       aimed at preventing        new violations, similar to those found by the court, and to limit negative       effects of the violation pending the effective implementation of ECHR       judgements.               CoE Ministers, for the first time yesterday asked Turkey to reply to a series       of concrete questions including attribution of property titles and whether       planning permission is granted only after it has been verified whether or not       the property belongs to        Greek Cypriot refugees The Turkish lobby tried to freeze the CoE's action, on       the pretext that the ECHR has not yet come to a conclusion definitively on the       controversial 'Compensation Committee' set up by Ankara.              Another Turkish attempt to delay the implementation of an ECHR0 judgement on       Greek Cypriot Refugees' cases was rejected by CoE Ministers this week in       Strasbourg, in the Famagusta Xenides-Arestis case.               Pushing aside Turkish objections which speculated about possible       interpretations on "what precisely was covered .... in respect of pecuniary       damage in the ECHR judgement of 2006",               the CoE stressed that, in any event "the amounts awarded by the Court to the       Greek Cypriot Refugee are due and urged Turkey to pay without delay."                      Ministers tell Ankara to protect evidence of Turkish crimes                                                                |
