   No. The issuance of licenses in America, for example, is under the control of   
   laws. The ruling party does not control their issuance, as in the PRC.   
      
   For example, I obtained a business license for a law office from a Seattle   
   City clerk in 5 minutes for the fee of US$ 5. That is not remotely like the   
   case in the CCP run PRC.

   No. The US is not free of bribery, true enough. But a bribe to get a driver's   
   license? No possible.   
      
   If you want compare the amount of corruption in the PRC with other countries,   
   google "the corruption perception index".
