   No.  It is not saying that.  Those are your words.   
      
   The problem is that it is already inconvenient enough for poorer people, who   
   are   
   disproportionately racial/ethnic minorities, to get the ID.  Then racist   
   assholes like you make it even harder by locating the ID issuing offices far   
   from places that have large concentrations of poor minority voters, and by   
   restricting their operating times to absurdly short hours.  This is the racist   
   design.
