That's your straw man. No one opposed to voter ID has suggested that people of
some race are unable to follow the law. It doesn't have anything to do with
any
innate ability to obey the law. It has to do with obstacles put in the path of
people to vote, where those obstacles have a disparate impact on people of some
demographics.
Siting decisions on government offices are partly race based. Government
offices are deliberately sited farther away from heavily black areas. Because
blacks are disproportionately represented among poor people with limited
transportation, the siting of government ID issuing offices farther away from
black neighborhoods makes it disproportionately harder for blacks to get the
unnecessary ID in the first place.
