   It didn't have to be a BIO-WEAPON, they could have been trying to create   
   the ultimate *CHINESE COMMUNIST PARTY SOLDIERS* using a virus to   
   genetically enhance test subjects.... and instead of making the virus   
   less infectious they made it more infectious and it escaped the lab.   
      
   Bourne Legacy or the one Bourne movie where Jason Bourne wasn't the   
   rogue agent, had that as the plot.   
      
   The answers may be simpler than we think.  The CIA and the CHINESE   
   COMMUNIST PARTY look for new ideas and then try to see if they can   
   actually do them.
