   Then people NOT getting the vaccine are NOT taking a risk they're   
   exercising their right to assess their own risk.

   Sure they do...  you're just suggesting it's reduced.  The question   
   whether that reduction includes you getting HIV is all personal since   
   someone will get it because the process isn't 100% guaranteed.   
      
   So it them becomes like buying a lottery ticket, the chances it will be   
   you that's infected with wealth and millions of dollars is unlikely but   
   some people see that risk worth taking and buy a lottery ticket and
