   Aren't the ACLU and the activists the actual RACISTS since they are   
   PRESUMING THAT THE LAW would be targeting BLACKS meaning that the ACLU   
   and ACTIVISTS are saying they believe Blacks commit more of those crimes

   Isn't that RACIST until after the law is enacted and has some statistics   
   that prove the law is being used to target only Blacks?   
      
   Until the law is in place and has been abuse on a case by case basis, it   
   can't be assumed that it's racist since assuming race will be the cause
