   Congress can use all their own wealth and paychecks for generations and   
   their Spouse and kids paychecks as collateral (instead of ours) to   
   guarantee that its free, and if there are costs then they can pay it   
   personally with all of their *progeny's* personal wealth and future   
   paychecks from what ever source they derive their income and after they   
   have ZERO then they can try to bleed us dry.
