I had TG (and RG) using Net2Bbs and NetFoss on a Windows Vista 32bit image. 
I'd find a 32bit Windows OS and set it up.  Make sure that it has NTVDM
(Windows 10 doesn't have it).

I don't know how to hook up an actual DOS installation to telnet.  :)
