Well, yes.  Nothing is in the show that is accidental.

Roddenberry did nothing alone, he had a huge team of people who all 
worked on it.  Roddenberry was calling the shots, yes, but dozens of 
people, including the actors, were responsible for making the show what 
it was/is.
