This didn't sound right, so I went back and looked at it again.  Right
after Scotty says "The Loch Ness monster couldn't get through that."
it cuts back to Kirk and Spock on the planet, and Kirk says "There's
some kind of interference on all channels. We're going to have to get
out of this village on our own."  So okay, the episode does in fact
explain why they didn't just beam out.
