It *does* seem to be geared or fpc.

BTW.. look at this dir:  openxp5-code-r787\xplib

In it are .pas files for unicode and charsets.  There are UTF-8  
references in the code too.  Maybe new UTF-8 "files" can be  
added?

There is an ncurses.pas file too. Dunno if that's what you need  
to "update".
