Anyhow it did make the proper adjustment based on the system's utc offset wrt
utc.  In my case the adustment is always zero as it should be for any proper
networked machine.  Obviously yours aren't but your OS knew to make the
adjustment for your utter disrespect for everything holy networkingly speaking.
