I always blame microsoft programmers when seeing things like you describe.
You now have me wondering what would happen with cp866 or other 8-bit ibm
character sets.

An honourable goal for sure. However I have seen msg's that claim cp437 when
they're actually cp1252. A certain Björn was famous for this behavior.
