If I did this correct then the above Russian is a translation of "Strong like
bull, smart like tractor' in cp866 characters.  I left the CHARS kludge set to
"UTF-8 4" since I don't wish to screw with the current configuration but will
change it in future tests if this proves to be something worth pursuing in the
future.
