   Two of Mr. Lopez’s former aides, Victoria Burhans and Chloë Rivera,   
   settled harassment lawsuits in federal and state court. The women   
   had accused him of making repeated sexual advances and leering   
   comments about their looks and attire. The settlements involved a   
   payment of $580,000, almost all of which was paid by the state.
