   Not necessarily.  A rumor can be factual...just that the fact(s) are as   
   yet unverified.   
      
   For example, one of the other band directors in my area just accepted   
   the band director position at another school.  And while it was true,   
   and some of us knew that he had taken the position, it wasn't announced   
   publicly (official verification) by both schools that he had done so for   
   another 3 weeks.
