   No, completely based on fact.  My colleague had, in fact, been offered   
   and accepted the new position three weeks prior to it being announced   
   publicly by the respective boards of education for each school district.   
     It is done that way for three reasons: 1. By law, once personnel   
   decisions have been made, they must be publicly announced at the next   
   stated board meeting, 2. It gives the school district making the hire   
   time to inform the other candidates that they were not selected for the   
   position, and, 3. The school district with the new vacancy can now   
   publicly announce (again, by law) the position is available to apply for.
