   The Doctor in those movies was originally from Gallifrey   
   obviously, BUT he got a bang on the head not long after arriving   
   on Earth, then thought he was a normal human being when he   
   recovered... a natural assumption to make. So he went on to   
   live a normal life on Earth, have a family, including two   
   granddaughters, and then... because he was very very clever   
   (being an alien obviously), he created a machine that could   
   travel in time and space.... the rest we know!   
      
   How else could he have created a time machine? Humans living   
   in the London of the 1960's didn't have that knowledge?!
