Culture, as his special envoy to the celebration of the millennium of the
foundation of the Cathedral of Strasbourg, France, to be held on 15 August.
 - Cardinal Raul Eduardo Vela Chiriboga, archbishop emeritus of Quito, as his
special envoy to the tenth National Eucharistic Congress of Peru, to be
celebrated in Piura, Peru, from 13 to 16 August.
