Donna Noble did also become part Time Lord, although she couldn't handle
it for long, probably because she was already an adult when it happened,
whereas a developing baby would grow with it from the start.

Then of course there's the other way around where the duplicate Doctor
grew from the hand, but was not a Gallifreyan (he only had one heart for
example).
