Do you remember "The Ultimate Foe"? The Master said "The Valeyard, Doctor, is
your penultimate reincarnation... Somewhere between your twelfth and
thirteenth regeneration". Considering that the second Doctor was between the
first and second regeneration, The Valeyard must be the 12th Doctor. However,
if there's a thirteenth regeneration, the must also be a fourteenth Doctor,
but then the penultimate reincarnation must be the thirteenth Doctor ...
