The limit of 12 regenerations was well and firmly established in "The
Deadly Assassin", and has been reinforced many times since then.
 mentions the 507
regeneration limit, but says "Later statements by Russell T Davies
suggest this was likely a joke."

I fully expect the Doctor to have more than 12 regenerations, but I
expect him to do so by extraordinary means, just as the Master did
(though the Doctor's extraordinary means should not be as evil as the
ones the Master used). I hope they don't give him the extra
regenerations just by arbitrarily re-writing the limit.
