He says so himself in the nagware splash screen:

which is 24 years, 1 month and 25 days from when I ran it. (So it appears the
file contains a date that is itself at least 1.5 years old).

His short-sightedness is confirmed in the documentation:

The demo / evaluation versions will have delays and annoying noises built in
to encourage you to register KITYMAIL.  The delay on start up will originally
be 30 sec but will increase by 10 seconds each month, based on the age of your
KITYMAIL key file.  Other delays and annoying noise will occur every 100th
message processed.  Newer version of the KITYMAIL key file will be available
on the "Someplace to Start" BBS and will be distributed freely to other
BBS's.  Feel free to get a newer key for KITYMAIL whenever the delay gets too
long for you or better still, why not register KITYMAIL?
