I've seen this happen here with BBBS. Twice in the last month or so I noticed
I had two copies of a message in the message base and BBBS would have sent
them on to my links. The message didn't have a MSGID so it was tossed into the
message base and on to links. It arrived a second time and had been changed in
transit so it was not detected as a dupe and was tossed into the msgbase again
and sent on to links.
