I am sorry to write that into echo (but netmail I see not practical here).

My understading is/was: for certain reason there was some split between zones
(looks like zone 1 was separated from the rest). By coincidence zone 1 had
moderator and the rest did not need it. Since a while zones were completed.

That need of moderator is visible even just because of never ending discussion
if to have one or not.

To have all zones in echo is advantage.

To me - is the question who should be the moderator. If actual candidate is
the best one, why not.
