I had a chat with him and I must admit that one point I was wrong. New
moderator is not the result of zone "merging" (as I can clearly see zone 1
since my archive starts, like year 2018 and on)

Usualy, group of people do not need "moderator" until all of them agree on
that. If one starts to moderate - the challenge starts.
