Probably :)
 
You can definately export your contacts from Outlook 2010.  File, Import 
and Export, Export, choose csv or .PST file - it will depend on how 
you'll import.
 
And how you'll import will depend on the account you have (Gmail, 
Outlook.com, ISP account, etc etc).
 
You may need to import then, using the People app...
