I just 
- made a fresh install of Windows 10 Professional x64 21H2 German directly
from an ISO created by the Meda Creation tool into a VirtualBox VM (4GB RAM,
50GB Disk, rest defaults)
- download Winpoint Beta 5 from www.winpoint.org using Edge
- double clicked the .ZIP and ran setup.exe directly from the ZIP
- completed the setup without issues
- successfully ran winpoint 

So still, I cannot reproduce the issue :(
