You of all people know that a Policy Complaint should be undertaken as a
*LAST* resort, in todays state of Fidonet, even moreso. You also should know
that using Policy as a baton over echomail matters is a no no unless the
smooth operation of the net can be shown to have been in jeopardy or the
operation of your system was hindered.

Even if you could have proven the merits of your complaint, I find that you
did not go anywhere near the effort needed to have shown a reasonable effort
on your part to resolve the issue before immediately pursuing a Policy
Complaint. You did request a feed modification which was granted.

Excessively Annoying behavior was not achieved, but one could say that you
were excessively annoyed.. In FIDONET past this could result in a reverse
Policy Complaint being filed against you.. However we are not going to go
there..

With all this said, I am dismissing your Policy Complaint on the fact that it
both lacks merit and does not rise to the level of EAB.

I am ruling on this Policy Complaint as the NET 123 Coordinator and as the
Region 18 Coordinator, I am recusing myself.. Any and all appeals must be made
to the Zone One Coordinator, also copied in this message.

This is to Ed Koon..

ED the service you have provided to Fidonet by giving users a place to use is
greatly appreciated, Lord knows that there were occasions you wanted to throw
in the towel. This is however not the first time you have gone out of the way
to defy and annoy a conference moderator who was requesting you to deal with a
user..

Your first duty as a BBS sysop, being the liason between the user and the net,
should be to mediate the situation so that the moderators concerns are dealt
with and the user understands that his or her behavior reflects not only onto
them but onto you. Tom Walker might be right in thinking Roy is an ogre, but
his obstinance cost you and your *OTHER* users access to write in an echo.

I also understand that Tom Walker not only is a long time user of your system,
but a top contributor, that should not matter if donating to your system is
voluntary.. Might I also remind you that in the recent past, you warned
another contributor, Tim Richardson, about posting in the DEBATE echo and
annoying its moderator Bob Klahn.

Please in the future do not openly defy a moderator and please try to address
their concerns.
